Start with the buyer decision and the service you actually deliver
Write the buyer role, company context, problem, constraints and decision the page should help. Distinguish someone learning a term, evaluating an approach, comparing providers and checking scope. The same industry word can appear in job searches, academic work and purchase decisions.
Confirm that the proposed audience can use your real service. A large query about a product category you do not provide is not a growth opportunity for a service page. Keep unknown market fit or delivery scope as a hold, rather than inventing an offer to match a keyword.
Map buyer questions to page decisions
Map buyer questions to evidence, page ownership and a justified action. Load the complete fictional map, preserve missing metrics and export the decisions. No keyword searches or paid credits are used by this tool.
Record what you know and where it came from. Preserve unknowns.
Explain the choice, alternative and approval dependency.
Name the next action, owner and review. Export before leaving.
Add up to 50 entries, load the complete fictional example and build a report for local CSV download or print. No data is sent or saved by this workbook. Reloading clears your inputs. It does not execute a campaign, audit a live site or verify your labels.

Entry 1
No completed entries. Unknown is not zero.
No account, upload or data collection. Inputs disappear when this page reloads. Build and export the report before leaving. Without JavaScript, use the blank fields and the completed example in the article manually.
Collect customer language without turning private material into content
Start with permitted public product/service descriptions, questions buyers genuinely ask and existing page/query evidence. With authorization, sales or support themes can inform research; exact private messages, client keywords and confidential proposals are not automatically publishable. Record the source and what may be used.
Turn repeated questions into hypotheses: what causes the problem, what should be compared, what is included, who implements and what evidence matters? Do not assume that the company’s internal terminology is what a buyer searches. A seed list is a set of questions to validate, not a publication queue.
Keep observed exposure and estimated demand distinct
Search Console shows the site’s observed page/query exposure for a selected period and surface. Record dates, page filters, country, device and disclosed-row coverage. Missing query rows do not prove zero searches. An average position across a mixed report is not one stable rank.
A keyword tool estimates demand and competition for its chosen database and date. Retain country, device, exact phrase, date and missing values. A rounded zero, n/a and an unavailable report are different states. Do not add overlapping variants into a fictional total market.
Use complete comparable windows when assessing the current page. Separate an impression loss, a CTR change and a new query mix before deciding the answer is wrong.
A real public-topic example: low difficulty does not mean another URL
In the Semrush US desktop reports checked October 27, 2026, the four exact phrases below had the displayed estimates. They are estimated monthly searches and vendor difficulty, not our rankings, traffic, booking probability or independent audiences to add together. Non-English versions do not inherit US demand.
The decision combines those estimates with page ownership. An SEO audit, a broad website audit and keyword research do not automatically require three new pages. The buying-committee question can first strengthen the existing account-based guide rather than become another glossary page.
| Exact phrase | Volume / KD | Existing buyer task | Page decision |
|---|---|---|---|
| b2b seo audit | 590 / 6% | Diagnose technical and search constraints | Strengthen the existing SEO audit guide |
| b2b website audit | 90 / 10% | Broad diagnosis may overlap SEO, content and funnel audits | Hold another audit URL until a distinct job is demonstrated |
| b2b keyword research | 590 / 20% | Discover questions and assign page owners before building | Distinct research guide: the page you are reading |
| b2b buying committee | 320 / 22% | Understand roles in account selection and outreach | Deepen the existing account-based prospecting role map first |
Read the actual result set before choosing a format
Inspect the strongest relevant results, not only a difficulty number. Note country/device/context, the apparent buyer task, result type and useful evidence or tools. A page of software products, a service shortlist and a practical audit guide need different kinds of answers.
Record what the buyer can actually do after reading: compare scope, reproduce a check, work an example, download a useful asset or evaluate proof. A competitor’s word count and heading list do not by themselves establish quality. A blocked page remains unassessed; it is not evidence that the page is weak.
Choose a format you can legitimately serve. Do not promise an automated site grader when you have a manual workbook, or claim firsthand results that have not been supplied and approved.
Map query families to the buying job, not to every synonym
Give each important question a primary page owner. Two phrases with the same buyer task and result type often belong together. A service page answers whether you can do the work; a buyer guide helps evaluate an option; a pricing guide explains cost and inclusions. They can link without duplicating one another.
Before proposing a URL, inspect current canonicals, equivalent languages, internal referrers and actual query ownership. A page that is not indexed is not automatically redundant. Preserve useful URLs and recent improvements while addressing a demonstrated gap.
A complete fictional keyword-to-page map
The business and queries here are invented training material for an industrial calibration service. No search volumes, positions or results are claimed for these terms. “Unknown” means research is still required. The purpose is to show decisions, not to disguise made-up demand as a keyword report.
| Question or phrase | Buyer task and fit | Research state | Primary owner | Decision and reason |
|---|---|---|---|---|
| industrial calibration provider | Hire an appropriate provider; core fit | Inspect current service results; metrics unknown | Existing /services/calibration/ | Improve scope/proof only if missing; no new synonym URL |
| calibration company | Same hiring task if results confirm it | Compare result intent; unknown | Same service page | Group if equivalent; do not build a second company page |
| calibration cost | Budget and inclusions; evaluation fit | Cost-result format not yet inspected | Existing /guides/calibration-cost/ | Improve complete cost drivers, assumptions and boundaries |
| calibration pricing | Likely related to cost; not automatically a distinct task | Check actual result differences | Same cost guide provisionally | Hold separate-page proposal unless the task differs |
| calibration readiness audit | Diagnose preparation before commissioning work | Guide/checklist usefulness to verify | Proposed /guides/calibration-readiness/ | New page only if a complete distinct working method can be supplied |
| calibration vs replacement | Choose approach; relevant decision | Compare result type and scope | Proposed comparison | Distinct decision aid if the service can honestly inform both options |
| calibration jobs | Find employment; wrong acquisition audience | Buyer fit absent regardless of volume | No acquisition page | Exclude from this content programme |
| calibration software | Choose a product not supplied by fictional service | Delivery mismatch | No product page | Do not invent software or a product-review business |
| French equivalent of cost question | Same buying task in a supported language | Native wording and result intent unvalidated | French equivalent of the cost family | Localize the complete utility; no claim of 4×demand |
| basic meaning of calibration | General learning; commercial relevance uncertain | Audience and current coverage unknown | Existing explanatory section initially | Support the relevant guide before commissioning another standalone page |
Prioritize an achievable advantage rather than low difficulty alone
Assess buyer relevance, delivery fit, existing ownership, evidence of demand, result competition, the useful contribution you can provide and implementation effort. State why a topic wins rather than hiding the reasoning behind a proprietary score.
Hypothetical contrast: a phrase with 1,000 estimated searches about jobs can be less valuable to a service business than a 30-search provider question. Those numbers are invented for the comparison, not validated demand. Likewise, a low-difficulty term with product intent is a poor service-page choice.
For a proposed guide, name the advantage before the build: a complete worked decision, reliable primary evidence, a practical local workbook or clearer responsibility and scope guidance. If you cannot add meaningful buyer help beyond the best accessible results, strengthen the existing page or hold the topic.
Validate language and market separately
A good translation and a locally appropriate search question are different checks. Inspect natural wording and actual local result types before retargeting a title. A country database is not proof that a phrase belongs to a particular language.
Do not multiply one US estimate by four because the website has four languages. Preserve English, Spanish, Catalan and French equivalents where appropriate, with complete tools, answers and local routes. If evidence is mixed or unavailable, record that uncertainty rather than substituting an unrelated high-volume phrase.
Turn research into a reviewable brief and a safe release
The brief names buyer question, intended result type, existing or proposed URL, query family, evidence, competition gap, original utility, approved facts, source dates, related pages and a useful next step. Write what will be excluded, too. A keyword export without those decisions leaves the hardest work undone.
For substantial changes, review the complete language versions, title/description/H1, direct answer, source links, visible FAQs and matching schema, canonicals, language relationships and tool behavior. Preserve useful old paths. New sitemap discovery is separate from crawling, indexing, ranking and bookings.
After release, compare mature matched queries, relevant landing activity and genuine originally website-acquired bookings. Keep internal/audit visits and outreach-assisted journeys properly classified. More impressions or a larger content library do not by themselves show progress toward qualified conversations.
What a useful provider deliverable looks like
Ask the provider to walk through one rejected keyword and one chosen keyword. A strong answer explains the buyer, evidence, result type, existing page owner, missing useful help, expected work and how uncertainty will be measured. A list of low-difficulty terms alone is insufficient.
Use the workbook to preserve those decisions and the current unknowns. It does not contact search engines, buy keyword credits or promise positions. For managed implementation, review the existing service scope and agree responsibilities and approvals.
Before you act
A useful keyword plan reduces unsupported builds as well as identifying good additions. Choose the buyer task and page owner before rewriting titles or commissioning another URL.
- Confirm the actual buyer task and evidence.
- Keep the smallest justified action and explicit unknowns.
- Name the owner, approval and useful next check.
- Measure mature relevant outcomes, not activity alone.
Frequently asked questions
Should every keyword have a page?
No. Related phrases often share a buying task and primary page. Create a separate URL only when the buyer question, useful answer and result type justify it and existing pages cannot adequately serve it.
Is low keyword difficulty enough to choose a topic?
No. The audience, service fit, actual results, existing ownership and useful contribution still matter. A low-difficulty product or job query may be wrong for a service business.
What if the tool shows zero or no data?
Preserve the exact state. Rounded zero, n/a and unavailable metrics are different. Inspect buyer relevance and actual results before treating any of them as proof of no demand.
Can we translate the US keyword list into four languages?
Use it as a research starting point, not proof of local demand. Validate natural wording, market and result intent and provide complete equivalent utility.
How do we know research improved the business?
Track the resulting page decisions and releases, then mature relevant queries, landing activity and source-reconciled genuine bookings and qualification. Do not infer leads from impressions alone.
Does the workbook send queries or retain private data?
No. It is a local decision register with CSV and print output. It performs no searches or uploads, and inputs disappear when the page reloads.
